(Cass Co.) The Cass County Board of Supervisors has acknowledged receipt of the Cass County Zoning Commission’s final report and recommendation regarding a proposed zoning change for a rural property.
The request, submitted by John Topham, seeks to reclassify property at 58708 Yankton Road from General Agriculture to Heavy Industrial.

Nearby residents expressed support for the repair shop at the location, but voiced concerns about the possibility of a salvage yard operating on the property.
Kennon noted that if a salvage yard is proposed, it would require additional approval through the Board of Adjustment. Any such operation could come with conditions, including requirements for fencing and enclosure.
Topham told the supervisors he has taken steps to start cleaning up the property.
The Supervisors simply acknowledged receipt of the Zoning Commissions report and recommendation. A public hearing will be scheduled before any final decision is made on the zoning change, which would allow operation of a repair shop. The salvage yard will still need to go through several other steps for approval.
In other action, the Supervisors approved a request from the Cass County Coalition for Mental Wellness to place a Mental Health Awareness Month display inside the courthouse throughout May.
The board also passed a resolution certifying the results of the March 31 Atlantic School Special Election.
Several appointments were approved, including Skyler Handlos as Grove Township Trustee to fill a vacancy. Victoria Means and Sara Sisler were both appointed as representatives of City Property Owners to the Cass County Eminent Domain Compensation Commission for 2026. In addition, ReAnn Cappel was appointed to the Civil Service Commission to fill a vacancy, with a term running from April 7, 2026, through December 31, 2030.
And, the Supervisors accepted the resignation of Vicki Sanny as Benton Township Trustee, effective March 31, 2026, and declared the position vacant.
