(Harlan) The Harlan City Council has approved an amendment to the city’s urban renewal plan, adding some properties and removing others from the Harlan Urban Renewal Area.
Resolution 2659, approved Tuesday, adopts Amendment No. 2 to the Amended and Restated Harlan Urban Renewal Plan.
The areas being removed include a six-block area bordered by Durant Street, 8th Street, Victoria Street and 5th Street, along with a two-block area bordered by Tarkington Street, 6th Street, Cyclone Avenue and 5th Street. Other removals include areas near Chatburn Avenue and Elm Street, as well as a larger area extending toward the city limits.
The amendment also adds the full rights-of-way of portions of 12th Street, 19th Street and Cyclone Avenue, along with property associated with J.J. Jensen Park.
The city approved Ordinance 2026-05 to remove the affected properties from the existing tax increment financing, or TIF, district. The properties will no longer be subject to the division of property tax revenues under the previous urban renewal ordinances.
The remaining portions of the urban renewal area will continue under the existing tax increment financing provisions.
The city says the urban renewal plan is intended to support redevelopment and economic development in Harlan, with the overall goal of benefiting public health, safety and welfare.
