(Lake Panorama) Iowa Auditor of State Rob Sand has released an audit report on the Lake Panorama Rural Improvement Zone for the fiscal year ending June 30, 2026.
The report shows the Rural Improvement Zone received $5,142,806 during the fiscal year, a 1% increase from the previous year. Disbursements totaled $6,245,378, down 14.6% from the prior year.
The decrease in disbursements was primarily due to most of the costs associated with purchasing new dredge and booster station equipment occurring during the fiscal year ending June 30, 2025.
Sand reported no audit findings related to the receipt and disbursement of taxpayer funds.
The report notes that the Rural Improvement Zone Trustees have a fiduciary responsibility to oversee the organization’s operations and financial transactions. This oversight is generally defined as the “watchful and responsible care” exercised by a governing body in its fiduciary role.
