It suspends some regulations in Iowa code regarding work hours for drivers and crews delivering fuel into or within the state. It does provide safeguards for keeping fatigued drivers off the road. The proclamation will be effective through May 28th unless terminated or extended by the governor.

The owners of Black Flag Arsenal, a gun store based in Waukee, had planned to build the facility east of Winterset. The project drew significant opposition from area residents, with many raising concerns about its proximity to homes, a nearby daycare, and other local businesses. The Madison County Board of Supervisors unanimously voted against the development, citing potential increases in noise, safety risks, and environmental impacts.
