(Atlantic) The Atlantic City Council approved the proposed 2027–2037 Ten-Year Capital Improvement Plan (CIP) on Wednesday. The approval followed a Public Hearing.
Atlantic City Administrator John Lund stated in the meeting packet that long-term planning is key to stable financial organization and a strong business climate. He said capital planning covers the City’s physical assets, including major equipment, parks, streets, alleys, the storm sewer system, and the wastewater system and plant. Lund said planning also focuses on sustainability and stewardship, addressing the full life cycle of assets and their eventual replacement.
The FY 2027 Ten-Year Capital Improvement Plan includes $16,916,157 in total improvements and fully funds 100% of the items in the plan. Additional tables outlining each fiscal year from 2027 through 2037 are included in the FY 2027 Budget Book. These tables detail the requesting department, the requested capital improvement, the inflation-adjusted cost, and the financing mechanisms and originating funds in the 10-year budget plan.

In other business, the City Council approved setting salaries for appointed officers and employees of the City of Atlantic, Iowa, for the fiscal year running from July 1, 2026, through June 30, 2027. The Personnel & Finance Committee has recommended across-the-board 3 percent increases for all full-time, permanent, part-time, and seasonal employees under the Council’s control. That percentage being 3%.
The Council also amended Series 400 Code 405 Sick Leave Retirement Benefits in the City Personnel Handbook.” This is an overview of the traditional process for incorporating union-negotiated benefits into the City’s Personnel Handbook,” said Lund. “The following benefit was granted to both the Police and the now-defunct Public Works Union. This benefit allows employees entering retirement to accrue an additional 80 hours of sick leave (capped at 1,200 hours; currently, 240 may be paid out, and only a cash benefit upon retirement, up to the number of days allowed by the City Council). Series 400, Code 405(g).”
New Language: “Upon retirement of employee, City will buy back one-half of accumulated sick leave up to forty (40) days maximum. Employees shall forfeit all accumulated sick leave upon separation from employment for any reason, except retirement.”
Additionally, the City Council approved an order to close 6th Street between Poplar Street and Chestnut Street every Thursday evening from 3:00 p.m. to 7:30 p.m., beginning June 4, 2026, and continuing through September 24, 2026, for the Produce in the Park event. Additionally, during the Same Period, on Thursdays, from 4:00 p.m. to 6:30 p.m., Chestnut Street should not be closed for Other Events, and a Produce in the Park Banner should be allowed to be Displayed Across Chestnut Street from late May Through Mid-October.
