(Cass Co.) The Cass County Sheriff’s Office has reported a series of arrests over a 10-day span, involving a range of charges from probation violations to weapons trafficking.
On May 29, 2025, Melissa Jean Wiechman, 26, of Villisca, was taken into custody on a warrant for violation of probation. She was booked into the Cass County Jail and later released on her own recognizance.
On May 31, deputies arrested Jeffery Dean Etter, 51, of Red Oak, on two separate warrants for violation of probation. Etter was booked at the Cass County Jail before being transferred to Montgomery County.
On June 1, Peter A. Mualia, 45, of Anita, was arrested on a charge of Operating While Intoxicated (OWI), 2nd offense. He was later released on his own recognizance after booking.
On June 2, Robert Alan Leslie, 55, of Atlantic, was arrested on a warrant for violation of parole. He was booked into the Cass County Jail.
A significant arrest occurred on June 4, when James Richard Cisar Jr., 64, of Atlantic, was taken into custody on a variety of charges including:
-Two counts of theft 5th degree (< $300)
-Burglary 2nd degree
-Felon in control of a firearm
-Four counts of theft 2nd degree ($1,500–$10,000)
-Eight counts of theft 3rd degree ($750–$1,500)
-Two counts of theft 4th degree ($300–$750)
Cisar was booked and held at the Cass County Jail.
On June 6, two individuals from Massena were arrested:
Chad Michael Herrmann, 25, was arrested for possession of marijuana, 1st offense, and later released on bond.
Lisa Ann Herrmann, 57, was arrested on charges of possession of a controlled substance, possession of drug paraphernalia, and OWI-1st offense. She was released on her own recognizance.
The final reported arrest occurred on June 7, when Hunter Wolff Murphy, 18, of Wiota, was arrested on charges of:
-Trafficking in stolen weapons – 1st degree
-Theft 3rd degree
-Transfer of pistol or revolver to a person under 21 – 1st offense
Murphy was booked into the Cass County Jail and released on bond.
