(Harlan) The Harlan City Council has approved the third and final reading of an ordinance amending the City’s Code of Ordinances to add new rules regulating the use of electric scooters.
Council members noted that there have been issues with electric scooters in town.
The ordinance requires all riders of motorized scooters, electric scooters, and low-speed vehicles to follow the rules of the road, traffic laws, and operate in a safe and courteous manner. It prohibits riding under the influence of alcohol or drugs, carrying more passengers than the vehicle’s capacity, or operating in a reckless way.
Among other rules, riders must yield when emerging from alleys or driveways, keep at least one hand on the handlebars, and avoid riding more than two abreast except where paths are designated for scooters. Scooters are not allowed on sidewalks in the business district or where signs prohibit them.
Scooters must be parked against a curb or in a designated rack, and all scooters must be equipped with working brakes and a front lamp if operated at night.
In other action, the Council approved a resolution for the sale of city property at 1310 Willow Street to 1310 Willow Harlan LLC for the price of $41,133. The approval followed a public hearing in which there were no comments.
The Council also approved the second reading of an ordinance related to no parking zones on Dye Street and Gary Scull Drive. The ordinance states that no person shall stop, stand or park a vehicle in any of the specifically designated no parking zones between the signs on curves on Dye Street and Gary Scull Drive. This ordinance will move to a third reading before final approval.
