(Guthrie Center) The Guthrie County Board of Supervisors delayed action on one Shive Hattery invoice and paid just 50% of another during their meeting on Tuesday.
Guthrie County Auditor Dani Fink tells KSOM/KS95.7 news that $16,497.50 will be paid on one of the architectural invoices. “The reason they chose to pay half of it was because Shive Hattery is stating that 75% of their work as architects is complete. The county doesn’t agree with that. They don’t believe that 75% of their work is actually completed.”
That’s because construction progress is less than 50% finished. Fink says, “The construction phase is only at 47% complete. Obviously architectural work would be ahead of that, but there’s just been so many changes and a lot of these change orders have come through so the board agreed to pay half of that for now. They did not take any action on invoice 13. They decided to wait on that one until they get a little bit more clarification on what that all is for.”
Supervisors expressed concern with the amount of changes already made to the initial plans. Shive Hattery has already conducted all 22 of the site visits that they had in their contract. “My problem with is all is they say they’ve done 22 observations, but who requested them. Why are they all used up? There’s 52 weeks in a year, have they been out here every week?”
The Supervisors did approve a Samuels Group Pay Application for the project in the amount of $494,115.77.
