A Council Bluffs woman was charged with OWI-1st offense early Saturday morning (March 14th). Officers of the Red Oak police department arrested 58-year-old Dawn Leann Wells around 12:05 a.m. Wells was transported to the Montgomery County Jail where she is being held on $1000 bond.
