(Council Bluffs) A Clarinda man was sentenced Thursday, December 18, 2025, to nine years in federal prison for receipt of child pornography.
According to public court records, the National Center for Missing and Exploited Children received CyberTips indicating that an online account later linked to Rodney Ray Biggerstaff, 54, had uploaded files containing child sexual abuse material. Law enforcement officers executed a search warrant at Biggerstaff’s Clarinda residence and seized electronic devices. A forensic review of one device uncovered images and videos containing child sexual abuse material, primarily involving prepubescent girls.
Following his prison sentence, Biggerstaff will serve five years of supervised release. There is no parole in the federal system. He was also ordered to pay $3,000 in restitution.
United States Attorney David C. Waterman announced for the Southern District of Iowa. The investigation was conducted by the Iowa Department of Public Safety’s Division of Criminal Investigation Internet Crimes Against Children Task Force and the FBI Child Exploitation Task Force, with assistance from the Clarinda Police Department.
The case was prosecuted as part of Project Safe Childhood, a nationwide Department of Justice initiative aimed at combating child sexual exploitation and abuse by coordinating federal, state, and local law enforcement efforts.
