Proposal Restricting Eminent Domain Use Survives First Funnel

(Des Moines) A bill restricting the use of eminent domain by carbon pipeline companies survives the first funnel deadline.  The proposal requires companies to get 90 percent of their proposed route approved by landowners.  House Speaker Pat Grassley says the bill aims to protect private property rights.  Of the several proposed carbon pipelines in the state, only one has promised not to use eminent domain.
