(Red Oak) At Tuesday’s meeting, the Montgomery County Board of Supervisors agreed to move forward with a proposal from Richard Mullen of Resilient Recovery Counseling. Mullen, who has worked in addiction services for the past 22 years, presented the proposal to the board of supervisors on Tuesday morning.
He pointed out that the recent redistricting of mental health service areas into seven districts brings new opportunities and potential challenges. According to Mullen, southwest Iowa is experiencing rapid population decline, reducing the resources and funding allocated to the region. He aims to meet with county officials and public health representatives to assess the county’s specific needs for recovery resources. Mullen follows the concept of the Integrated Recovery Resource Team Approach.
Mullen says this integrated recovery resource team approach allocates and accesses some opioid funds. The exhibits use a lot of language about what is covered by these funds, and some of it is very broad.
Mulle” says he targets the underinsured, unemployed, or those needing a resume.
Mullen says the goal is to use this program in Montgomery County and replicate it in Page County as well.
The proposal is $3,000 per month for two days per week (with OPIOID funding to provide services covered under Exhibit E—uses for OPIOID settlement funds). Along with the final contract, the supervisors believe they may need to draft an MOU like they did with Zion Recovery.
The Supervisors approved moving forward with the proposal, but it’s not final until the contract and MOU are approved and signed.
