(Des Moines) A Des Moines Police officer is dead after being hit by a drunk driver while he was directing State Fair traffic. Officer Phoukham Tran was struck in 2011. The impact of the crash at East 30th and Grand Avenue threw him nearly 50 feet, leaving him with multiple critical injuries. Investigators say the driver’s blood alcohol level was three times the legal limit. Keith Terry was convicted of O-W-I and Serious Injury by Vehicle. He was sentenced to seven years and paroled after two. Tran was with the Des Moines Police Department for 30 years. He was 65.
