(Des Moines, IA) A proposal calling for restraints on the federal government is ready for debate in the Iowa House. If passed by 34 states, a convention of states would be held to propose constitutional amendments to put restraints on the power and fiscal capacity of the federal government and create term limits for federal officials and members of Congress. So far, 19 states have passed the measure.
