(Atlantic, IA) — It looks like West 22nd Street in Atlantic will be closed for the duration of the winter. At Wednesday’s City Council meeting, City Engineer Dave Sturm reported that work on the road by TK Concrete is way behind schedule and is unlikely to be completed unless there is a dramatic upswing in the weather. Sturm says some paving has been done but not enough
The City Council did approve payments of $401,735.69 to TK Concrete for work already completed but have not paid anything beyond that with over $500,000 of the work yet to be done says Sturm. He says you cannot pay workers when the temperature drops below 35 degrees on a work day. Sturm says that work began 6 weeks to 2 months later than expected. One question was raised about once frost in the ground, even it it gets over 35 degrees, the contractor might be charged a day but Sturm needs clarification
Councilman Mike McDermott expressed his frustration with the slowness of the project and pressed Sturm about the contractor
There is good news on the construction front — Sturm reported that the asphalt project downtown on Iowa Ave is substantially complete and a pay application was approved to Omni Construction in the amount of $241,576.04. Sturm also says the concrete paving at Commerce, State and Chestnut, Laurel and Hickory Streets is 99 percent complete — he says they were shouldering on Wednesday. The Council approved a pay application of $486,909.62 to Bluffs Paving & Utility for that project.
