(Des Moines) District #18 State Representative Tom Moore opposed the HSB 30 bill, which proposed that students pass the United States Citizenship and Immigration Services naturalization civics test to graduate from high school or obtain high school equivalency diplomas.
Representative Moore, who has taught American and World History for most of his 33-year teaching career, says he is very in tune with the need for our young citizens to be aware of the importance of civic knowledge in their lives.
Moore says if we want to effect change, returning to a full year of American Government instruction is a good start, and he will be co-sponsoring that bill with Representative Chad Ingels. He says, in his estimation, the bill’s premise is laudable, but the test itself, the barrier it places, and the mandate it imposes make it flawed. He was a NO vote! The bill passed 14-8.
