(Des Moines) Iowa House District 21 Representative Tom Moore says the House passed a handful of noteworthy bills this past week.
Moore says an enhanced trespassing penalties bill passed 72-24. He says the bill would make it illegal to take unauthorized samples on private property, place cameras, or record private property devices without permission.
The Griswold Republican says a speeding-causing death bill passed through the House by a 96-0 vote. This bill would make it a Class C Felony to kill someone when driving 25 mph or more over the speed limit.
The Felon Voting Rights Constitutional Amendment bill passed the House by a 95-0 vote. Representative Moore says this would clarify that felons cannot vote in Iowa until they have discharged their sentence. Another bill titled the Voting by Felony Type passed the House by a 67-28 vote. The bill would restrict those who committed certain felonies (such as homicide) from ever voting unless pardoned by the Governor.
The House also passed the Beginning Farmer Tax Credit Program bill. It removes the cap on the number of times an agreement to transfer agricultural assets can be renewed and changes the maximum years for renewed agreements from 10 to 15. It also changes the cap for participation in the program to years and limits tax credit certificates to 10. The bill would also remove the annual cap of $50,000 tax credits, replace it with a limit on any agreement not to exceed $50,000 in one year, and clarify the definition of an agricultural improvement.
