(Council Bluffs) Two people were arrested following two separate pursuits in Pottawattamie County this weekend.
Chief Deputy Rob Ambrose said the first pursuit began at 1:38 p.m. on Saturday when a Deputy attempted to stop a Mitsubishi Lancer with expired license plates.
“The vehicle failed to stop for the Deputy traveling eastbound on Pioneer Trail to 290th Street and then south into Mills County to Brothers Avenue, turned west on Brothers Avenue and took Brothers over to 230th where it turned back north and came back into Pottawattamie County,” explained Deputy Ambrose. “Near the area of Wabash Avenue and Berryhill Avenue, just to the south of the City of Council Bluffs, the Deputy initiated a PIT maneuver bringing the pursuit to an end.”
The driver was identified as 34-year-old Nicholas Scott Harms of Omaha, Nebraska. He was found to have two active warrants out of Nebraska for a Sex Offender Registry Violation and also had a suspended driver’s license. Harms was transported to the Pottawattamie County Jail where he was charged with Eluding and Possession of Drug Paraphernalia.
Chief Deputy Ambrose said the second pursuit began early Sunday morning. Deputies were dispatched to a hit-and-run property damage accident in Avoca at around 12:26 a.m. Deputies made contact with a woman who stated that she and her husband were in the process of getting a divorce and that she was outside and watched her husband, identified as 31-year-old David Robert Plagmann, strike her car. Deputies were able to locate David Plagmann and stopped him near Highway 59 and Interstate 80. As the Deputy was discussing the incident with David Plagmann, he sped off.
“David turned east on York Road near Wings Truck Stop and traveled east approximately one half mile before turning into a farm field and driving through the field for a short distance before circling back around to York Road and back to Highway 59. He then went north on Highway 59 into Shelby County where he was struck with stop sticks. However, he continued north through the City of Harlan, through Shelby County into Crawford County before turning east on Highway 141. He then traveled several miles on Highway 141 before finally stopping near Bagley,” explained Deputy Ambrose.
At that time he was taken into custody and transported to the Pottawattamie County Jail and charged with Eluding and Leaving the Scene of a Property Damage Accident.

In other activity, Stephen James Ronk, 61, was arrested following a traffic stop at Highway 6 and 330th Street on February 1st for Operating While Intoxicated 1st Offense. Ronk was also cited for Speeding.
Wynter Grace Knight, 18, was arrested following a traffic stop at Railroad Highway and Jennings Avenue on February 1st for Operating While Intoxicated 1st Offense, Possession of Drug Paraphernalia, and Possession of a Controlled Substance (Marijuana) 1st Offense.
Alex Hargens, 38, was arrested in Avoca on January 31st for Operating While Intoxicated 1st Offense.
