(Harlan) The Harlan City Council has tabled consideration of an ordinance updating regulations for electric scooters, motorized scooters, and low-speed vehicles, citing the need for more information.
Under the proposed ordinance, operators would have to follow traffic laws and operate safely and courteously. Children under 12 could not operate the vehicles on public property without direct supervision by a parent, guardian, or someone at least 16 years old.
Harlan City Administrator Gervas Mgonja says the ordinance would also prohibit operating the vehicles anywhere in Harlan, including private property, while under the influence of alcohol or drugs.
Additional restrictions would apply in the Business District, where riding the vehicles would not be allowed on sidewalks or streets in the designated area.
A business owner questioned the proposal to prohibit e-scooters from the street.
Another person said the scooters can be difficult to see when backing out of parking spaces.
The proposed ordinance would also establish parental responsibility for violations involving operators under age 14. A first violation could result in a warning, while subsequent violations could lead to a citation.
Violations could result in municipal infractions, with fines ranging from $50 to $75, or $100 to $150 if a violation causes injury.
The Council tabled the ordinance for further consideration.
