(Des Moines) A Council Bluffs woman was taken into custody following an investigation for insurance fraud.
According to the press release, 53-year-old Shannon Marie Doty, of Council Bluffs, was arrested January 15, 2026, on a charge of insurance fraud—presenting false information, a Class D felony—following an investigation by the Iowa Insurance Division’s Fraud Bureau.
The investigation began in April 2024 after Doty filed an automobile insurance claim. According to criminal affidavits, her vehicle was involved in a collision on March 16, 2023, when she did not have an active insurance policy.
Investigators allege that Doty obtained an insurance policy after the crash and then knowingly made false statements to her insurer, claiming the policy was in effect prior to the accident, in an attempt to obtain coverage and payment she was not entitled to.
A warrant for Doty’s arrest was issued on June 20, 2024. She was taken into custody by the Pottawattamie County Sheriff’s Office on January 15, 2026.
