(Des Moines) The Iowa House passed a bill related to cost-sharing requirements for supplemental and diagnostic breast examinations.
Iowa House District 18 Representative Tom Moore said during the 2024 session, they passed legislation that required health insurers to cover supplemental breast examinations and diagnostic breast examinations beyond a simple mammogram. HF 318 builds on that by requiring the health insurance companies to provide the cost-sharing requirements for supplemental breast examinations and diagnostic breast examinations as they do for mammograms.
The Iowa House also passed House File 303, a bill aimed at enhancing access to quality healthcare by reforming prior authorization practices used by insurance companies. Prior authorization requires insurers to approve certain medical procedures or medications before they can be provided to patients, often leading to delays. Tom Moore said, HF 303 sets clear timelines for insurer responses: 48 hours for urgent requests and 10 days for non-urgent ones, with exceptions allowing up to 15 days in complex cases or during high request volumes. It also mandates annual reviews to eliminate prior authorizations that do not improve care quality or reduce costs.
