(Red Oak) Red Oak Police arrested 41-year-old Tracy Cowen of Red Oak on Tuesday in the 200 block of E. Prospect Street for Disorderly Conduct. Officers transported Cowen to the Montgomery County Jail and held him on a $300 bond.
