(Waterloo) Iowa Attorney General Brenna Bird announced that the shooting of Kelvin Lee Plain Jr. by Waterloo police officers has been deemed legally justified. The shooting occurred back in June when Plain fired a handgun at the officers. He then injured one, prompting them to return fire, resulting in his death. This altercation followed reports of Plain trespassing and intimidating a local woman. Plain had a criminal history involving violence and drug offenses. Toxicology results indicated he had methamphetamine and cannabinoids in his system at the time of the shooting. Both officers involved in the incident have since recovered from their injuries.
