(Des Moines) The Insurance Division says Stanley Pophal, 64, of Wausau, Wisconsin, was sentenced last week in U.S. District Court by U.S. District Judge William M. Conley to 96 months in federal prison for wire fraud and money laundering. The sentence follows a comprehensive, multi-agency investigation into a scheme that defrauded 190 investors out of $14.25 million.
“The successful resolution of this case underscores the vital cooperation among state, local, and federal authorities,” stated Iowa Insurance Commissioner Doug Ommen. “We extend our sincere gratitude to the Allamakee County Attorney’s Office, the Allamakee County Sheriff’s Office, and the Winneshiek County Sheriff’s Office. Their early collaboration with our Fraud Bureau was instrumental in identifying and halting this fraudulent activity.”
In addition to its local Iowa partners, the Iowa Insurance Division recognizes the extensive collaborative efforts of the following agencies:
- Federal Law Enforcement & Prosecution: Internal Revenue Service (IRS) Criminal Investigation, Federal Bureau of Investigation (FBI), and the United States Attorney’s Office for the Western District of Wisconsin
- Wisconsin Local Law Enforcement: Marathon County Sheriff’s Office and the Wausau Police Department
“This was a complex, interwoven case involving numerous victims and multiple agencies across Iowa and Wisconsin,” said Winneshiek County Sheriff Dan Marx. “Every participating agency dedicated countless hours to gathering evidence and holding Mr. Pophal accountable. Whether a case involves one victim or hundreds, our duty remains the same: to seek justice. Throughout this investigation, our focus was ensuring that the victims in Winneshiek County received the justice and representation they deserved.”
Case Chronology
- May 2019 – June 2025:Operating under Bright with Silver, Inc. (formerly DBA Fromm Bros., Inc.), Pophal solicited investors to purchase promissory notes with guaranteed returns of at least 20%. He falsely claimed to possess vast personal wealth that protected investors’ principal from risk. Instead of investing funds as promised in sectors like cryptocurrency, real estate, and commodities, Pophal spent millions funding personal expenses, private plane rentals, mortgages, and purchasing over 600 items—including hundreds of snowmobiles, motorcycles, and vehicles. He maintained the scheme by making payments to early investors using funds from new victims.
- February 2025:An investigation was opened by Allamakee County Sheriff’s Office after a call from a concerned citizen. The Iowa Insurance Division’s Fraud Bureau also launched an investigation into unauthorized investment meetings conducted across Allamakee, Winneshiek, Mitchell, Wapello, Clayton, and Madison counties.
- April 10, 2025:Following the state investigation, Pophal and four co-defendants (David Halvorson, Casey Halvorson, Gary Halvorson, and Debra Mink) were charged with Class D felony counts for selling unregistered securities under Iowa law.
- Spring 2025:A federal criminal complaint was unsealed in the Western District of Wisconsin charging Pophal with wire fraud and money laundering. Upon the filing of the federal charges, local state charges against Pophal were dismissed to allow the federal prosecution to move forward.
- June 12, 2026:Pophal pleaded guilty in U.S. District Court in Madison to wire fraud and money laundering and agreed to forfeit all items purchased with investor funds.
- July 28, 2026:Online public auctions of Pophal’s forfeited assets—including hundreds of snowmobiles and vehicles—commenced through the U.S. Department of Justice and U.S. Department of Treasury to assist in victim restitution.
- September 2, 2026:Pophal was formally sentenced to 96 months in federal prison.
Seized Assets and Restitution
As part of the investigation, law enforcement agents seized more than 600 items Pophal purchased using investor funds, which he had stored in a rented warehouse. The forfeiture and ongoing public auction of these assets represent a crucial step toward helping victims recover what was stolen from them.
