(Red Oak) In May 2025, the Montgomery County Board of Supervisors approved up to $3,000 per month for Resilient Recovery Counseling using opioid settlement funds.
The Villisca-based program, led by addiction counselor Richard Mullen, serves Montgomery County residents with recovery treatment and long-term support services, including computer skills training and résumé development.
At the Tuesday, April 7, supervisors meeting, Mullen presented a six-month report, stating the program completed 101 appointments in that time, which he called a “good turnout.”
Over the past six months, Mullen has offered courses on anger management, co-parenting, the eight dimensions of wellness, the art of letting go, conflict resolution, career planning, and résumé development.
He also reported giving two presentations on Resilient Recovery services and recognizing opioid withdrawal. Mullen said he developed an evidence-based curriculum early on for the eight dimensions of wellness and conflict resolution, and has expanded services to Southwest Valley Schools and the Montgomery County Jail.
Mullen said the program is further ahead than expected and continues to grow thanks to referrals.
Mullen said the community has embraced the program, noting that as one participant graduates, another enters. He said this shows the program is worthwhile, moving in the right direction, and continuing to grow.
