(Council Bluffs) – A 12-year-old girl missing from Omaha was safely located in Council Bluffs Friday night, leading to the arrest of a 30-year-old man on a first-degree kidnapping charge.
On August 22, 2025, at approximately 9:30 p.m., Council Bluffs Police officers were dispatched to the area of South 8th Street and 2nd Avenue after receiving information that a missing child may be nearby. Officers quickly located the girl, identified as 12-year-old Ava Little-Eagle, who had been reported missing from Omaha on August 19.
A joint investigation involving the Council Bluffs Police Department’s Criminal Investigation Division, the FBI Child Exploitation and Human Trafficking Task Force, the U.S. Marshals Service, and the Omaha Police Department’s Missing Persons Unit developed information that led authorities to an apartment at 805 2nd Avenue, where suspect Devon C. Miller, 30, resided.
Miller was taken into custody without incident, and investigators executed a search warrant at his residence. Authorities say they established probable cause to charge Miller with Kidnapping in the First Degree, a Class A felony. He was also found to have outstanding arrest warrants out of Story County, Iowa. Miller is being held without bond at the Pottawattamie County Jail.
According to the Omaha Police Department, Ava has since been safely reunited with her family.
The case has been forwarded to the Pottawattamie County Attorney’s Office for prosecution. Council Bluffs Police noted that no further updates will be provided. Officials also reminded the public that charges are not evidence of guilt and that Miller is presumed innocent until proven guilty in court.
