Representative Tom Moore of Iowa House District 18 explained that the past three weeks were filled with intense debate, leading to the passage of 154 bills. However, this week saw a shift in focus to committee work as lawmakers worked to meet the legislative deadline.
During the first funnel week, which occurred in the eighth week of the session, House bills needed to pass out of House committees, and Senate bills needed to clear Senate committees. Tom Moore said the second funnel week reverses this process—Senate bills must be approved by House committees, while House bills must advance through Senate committees.
