(Red Oak) The Red Oak Police Department arrested 57-year-old Kelly Kay Wilcoxon and 21-year-old Spencer Fred Lee Wilcoxon, of Red Oak, in the 100 block of W Coolbaugh Street this (Friday) morning for Animal Neglect with Injury and Dog at Large. Both were transported to the Montgomery County Jail and held on $1,000 bond each.
