Drivers in the Des Moines area are paying a little more than that. Gas is most expensive in northeast Iowa where prices have risen to over $4 per gallon. Analysts cite three factors: Scheduled refinery maintenance, OPEC’s decision to cut production, and a rise in the price of crude oil.
