(Red Oak) Red Oak Police arrested 56-year-old James Kent Otte, of Red Oak, in the 100 block on W Elm Street on Tuesday, July 25th. Otte was charged with operating while intoxicated 3rd or subsequent offense, a class D Felony, and Driving while Barred, an Aggravated Misdemeanor. He was held on $5000 bond.
