(Des Moines, IA) — A former Iowa State Patrol trooper has pleaded guilty to violating a man’s civil rights. The U-S Attorney’s Office says 58-year-old Robert Smith admitted he used improper force during a plea hearing. Smith had been accused of hitting Bryce Yakish in the face after stopping him for speeding on his motorcycle. He also admitted kneeling on Yakish’s back as he handcuffed him along Interstate 80 near West Liberty. The incident happened in September 2017. The plea comes after a federal trial where a jury failed to reach a verdict against Smith.
