(Waterloo) Devin Dewayne Smith convicted of Robbery 2nd and other charges in Black Hawk County, failed to report to the Waterloo work release facility last night as required.
Smith is a 30-year-old black male, height 6’2″, and weighs 167 pounds. He was admitted to the work release facility on May 26, 2021.
